This pre-conference session is for members of the Culture Network™ and by invitation only. The network encompasses organizations involved with Culture Technology provided by Innes Strategy in partnership with the Alliance for Innovation. The invite only session presents an opportunity for these organizations to discuss & celebrate the innovative initiatives that they are undertaking. Further, the event is a means through which members can network nationally to exchange experience and specialized knowledge to support to each other on initiatives during the year. The Culture Network™ participants represent a cross-section of employees involved with championing sustainable change within their respective organizations.
The presenter is Greg Innes, Founder and President of Innes Strategy, from New Zealand. A corporate partner of the Alliance for Innovation, Greg will introduce innovative approaches and some of the member organizations from the Culture Network.

Sustainability as Legacy: Leaving a Legacy of Public Service

At the 2006 ICMA Annual Conference, Jim Collins challenged us to embrace a "language of greatness," to articulate those timeless principles that explain why some [organizations] become great and others do not." In essence, Collins encouraged us to construct a framework of sustainability of our local organizations.
This session invites you to explore what a framework of sustainability for the public sector might look like. It will include a discussion of how to calibrate or measure our success, how to achieve results within a diffuse power structure, how to ensure that the right people are "on the bus" within social and public sector constraints, how to build brand recognition, and how to build a leadership pipeline to guarantee that the right people are on the organizational bus. The workshop will also focus on how to sustain yourself professionally, renew your energy and explore the legacy that you hope to leave.

Glocalization: Making Globalization Work For Your City

ICMA’s ongoing Strategic Planning process has identified Globalization as one of the most pressing “trends and drivers” facing local government.

ICMA states: “Globalization is erasing the lines between nations and peoples. The potential economic and social effects of globalization will change the way that local governments operate. Local governments will have to think and act more strategically to address the challenges of globalization including the need to develop the capability to recognize and capitalize on opportunities in the global economy.”
This session invites you to explore a powerful new concept called “glocalization.” Glocalization is the intersection between global and local – it is a strategic way of thinking about globalization and its impact upon your community. The challenge for all communities in the 21st century is to seize the positive forces of globalization and make them work on behalf of your community.
The outcomes of this session are:
- Understanding the global assets and opportunities that exist within your community
- Bringing a new glocal perspective to your community and your organization
- Empowering the global/glocal forces in your community to address the strategic goals of your community.
- Creating a framework for action – Making Globalization Work For Your Community

BeGlobal.net, and former city manager of Portland, Maine and Boulder, Colorado. Tim will be using as one of his instructional tools

Taking the Lead
8:30 to 9:30 a.m., Wednesday, June 4, 2008

This pre-conference session will provide you with an overview of new approaches for taking the lead in times of change.
Managers of cities and counties that are taking the lead with these approaches will outline their organization’s benefits and outcomes:
- Randy Reid, County Manager, Alachua County, FL and Chair of ICMA Sustainability Committee
- Dr Phylis Mattice, Internal Services Director, Pitkin County, CO
- Bob Hart, City Manager, City of Kennedale, TX and former Innovation Groups President
Greg Innes, the Founder and President of New Zealand-based Innes Strategy, a Corporate Partner of the Alliance for Innovation, will facilitate the session and outline an organizational development framework to enable local government to lead and influence in times of change and often with revenue cuts.
The session will outline new practices and explore:
- organizational culture
- staff satisfaction
- a sustainable approach to introducing organizational change
Randy Reid, County Manager will discuss the Sustainable Workplace Action Project for addressing times of change and revenue reduction in Alachua County. Furthering these practices, Bob Hart will outline paralleling organizational culture with the culture of the Governing body at the City of Kennedale. Phylis Mattice will also review the added dimension of a 360° Internal Department performance project at Pitkin County.
Outcomes, as will be highlighted, are:
- being more pro-active: influencing rather than accepting
- strengthening home rule decision making
- working across boundaries both within and with other organizations
- increasing employee and board member satisfaction
- attracting and mentoring generation Y in local government
- better alignment of governing body and advisory boards
- embracing diversity and
enabling cultural change to be driven from and owned at all levels in the organization.
